Puppies dropped off in the country

Barbara and David Dybala live in my idea of the country, no 7-11 in walking distance. These two adorable puppies were dropped off by some disgusting person with no heart. They could have been coyote snacks, but were taken in by Barbara and David. The couple are looking for homes for these babies.
What is wrong with people who do this? I have so many fabulous friends who work tirelessly to help animals like these two puppies. How people can still not spay, neuter and treat these wonderful creatures so cruelly?
